The U.S. Army has awarded Parsons Government Services a firm-fixed-price contract valued at $169.4 million to design and construct a new facility for ammonium nitrate solution at the Holston Army Ammunition Plant in Tennessee. The Department of Defense said the award has an estimated completion date of May 31, 2029.
Under the contract, Parsons will create an ammonium nitrate solution tank farm for the military site.
The DOD solicited bids for the requirement on the internet, but only two submissions were received. The U.S. Army Corps of Engineers in Norfolk, Virginia, serves as the contracting activity.
Holston Army Ammunition Plant Construction
The Army is on a 15-year journey to modernize the Tennessee plant, which still has facilities that have been in use since World War II. According to the service, the effort will enhance readiness, increase capacity and improve safety.
Parsons is also making a new explosive decomposition chamber, or EDC, facility at the Holston Army Ammunition Plant under a $164 million contract awarded in April 2023. The EDC processes hazardous explosive waste streams for the treatment of bulk explosive waste.
In December 2023, BAE Systems also secured an $8.8 billion contract to serve as operator and to continue the modernization of the government-owned ammunition plant.
