Reports to Director of Division Business Capture. Leads capture efforts to secure new or re-compete contracts, or task order business. Develops capture strategy including business solution for pursuit of opportunities; identifies potential customers, performs competitive assessments, assists in identifying teaming suppliers, and develops price-to-win assessments. Develops and presents briefings to internal as well as external customers. Leads proposal efforts. Maintains on-going interaction with Business Development. Provides initial Program Manager assessment of new opportunities to include: planning, risk management, and project performance addressing cost, schedule, and technical quality for related Work Breakdown Structure (WBS) elements on a large system development-type contract or full responsibility for all aspects of program performance on a large technical services-type contract. Provides guidance to subordinates based on organizational goals and company policy. Work is reviewed in terms of meeting the organization’s objectives and schedules. Advanced level of understanding in a specialized field or general understanding of several diverse disciplines. Involves a broad grasp of involved practices and procedures. Regularly requires analysis of alternative courses of action. Decisions have risk/reward implications for program or area of influence. Advisor to lower level managers and exempt employees. Typically accomplishes results through lower level(s) of mgmt or exempt employees. Establishes operating procedures that affect organizational unit(s). Interprets, executes, and recommends modifications to organizational policies. Develops and administers budgets and standards of performance. Influences & impacts business capture strategy throughout the organization. Influences the development of overall objectives and long-range goals of the organization. Erroneous decisions or recommendations would normally results in critical delays and modifications to projects or operations; cause substantial expenditure of additional time, human resources, and funds ; jeopardize future business activity.
