Xcelerate Solutions has appointed Donald Ross as executive vice president of growth for Homeland Security and State Department.
The defense and national security company said Tuesday Ross will leverage his three decades of experience in the transportation and security sectors to fulfill his new responsibilities of driving the expansion of Xcelarate’s businesses, particularly across DHS and State.
The executive brings a proven track record in transportation security and process optimization. He is also well-versed in business development, operational management and organizational transformation. Furthermore, his experience overseeing critical initiatives associated with the Department of Homeland Security, Transportation Security Administration and other private organizations will prove useful in his new EVP role.

Career Highlights
Ross previously served as a senior counselor at the TSA, where he was responsible for the agency’s $1.2 billion portfolio of privatized airport security programs. The executive also oversaw the restructuring of the Screening Partnership Program and other organizational changes. Furthermore, Ross led the adoption of standardized business processes and implementation of cost-reduction strategies that generated millions in savings for the federal government.
The Xcelerate EVP was also the federal security director at Washington Dulles International Airport, where he oversaw security operations while leading a workforce of over 700 personnel. Ross also championed efforts to optimize airport security procedures and enhance interdepartmental coordination and national transportation security standards.
Ross held executive positions at various private sector companies, including Ideal Innovations, Intrepid Solutions, GDIT, and IBM. He also served in the U.S. Marine Corps.
