DIA Awards $205M HR Software Contract to Groundswell

The Defense Intelligence Agency awarded Groundswell, previously Collabralink Technologies, a 10-year, $205 million contract to replace its human capital management platform with a novel automated system.

The indefinite-delivery/indefinite-quantity contract was granted to Groundswell out of six competitive offers received by the agency, according to a notice posted Tuesday on SAM.gov.

DIA announced the solicitation for the modernization of its HR processes in September 2023. It sought an original equipment manufacturer that could deliver and maintain the new HCM system capable of workforce development and management.

The agency is using its fiscal year 2023 research, development, test, and evaluation funds for the project. The contracting activity is the Virginia Contracting Activity in Patrick Space Force Base, Florida.
