Top 5 Intelligence Community Technology Priorities in 2023

As global tensions rise and competition intensifies, the Department of Defense is making a clear pivot toward “hard target” adversaries. The impacts of this shift are echoing across the DOD and the intelligence community, and government leaders are looking at their strategies, capabilities and technologies from new perspectives.

“We’ve really had to reorganize or change the way we think about our tradecraft and what we do,” said Juliane Gallina, associate deputy director for digital innovation at the CIA, in a video interview with Executive Mosaic.

“Today, we know our adversaries are really investing in technology and looking at technology as a way to maintain or achieve strategic, economic domination,” explained Gallina, a previous Wash100 Award winner, noting the importance of accelerating our own development and adoption of emerging technologies here in the U.S.

In October 2022, Gallina said the top five emerging technology areas important to the intelligence community are artificial intelligence and machine learning; blockchain and cryptocurrency; biotechnology; microelectronics and next-generation communication; and quantum computing. 

According to Gallina, our adversaries are already investing in these areas, and the U.S. must act quickly to maintain technological dominance, and even more importantly, its position in the global power competition.

“These industries create avenues for adversaries to disrupt American global economic superiority or strength, and they’re seeking to undermine it,” Gallina said of the IC’s top tech priority areas.
