General Dynamics Mission Systems has received a letter contract from the Space Development Agency covering ground segment development for Tranche 3 of the Proliferated Warfighter Space Architecture. The sole-source award carries a maximum value of $400.4 million, according to a Department of War contract announcement Friday.
SDA committed $60.7 million in fiscal 2026 research, development, test and evaluation funding at the time of award. The contract combines cost-plus-award-fee, cost-plus-fixed-fee and cost-no-fee arrangements.

What Does the PWSA Tranche 3 Ground Segment Contract Cover?
GDMS will handle software development, testing and integration for the ground segment mission and service applications tied to Tranche 3 capabilities. Operations and maintenance of those applications fall under the same contract.
A special notice SDA published in April sketched a wider scope. The company will perform systems engineering alongside development and deployment work. It will also operate and maintain ground entry points already fielded for Tranche 1 and Tranche 2. SDA said the effort covers enough ground segment capability for Tranche 3 tracking space vehicles and their vendors’ ground interfaces to operate within the PWSA ground architecture. A limited interface build for the agency’s Custody Layer is included to support mission status and health reporting.
The work draws on the platform and mission applications GDMS delivered under its PWSA ground management and integration contract. SDA said that the approach allows the Tranche 3 effort to proceed within the existing software baseline and the continuous integration and delivery pipeline.
Work will be performed in Arizona, Washington, North Dakota, Alabama and Virginia through Sept. 30, 2030.
Why Did SDA Award the Tranche 3 Ground Contract Without Competition?
The agency said going to another source would likely duplicate government costs that competition would not recoup. It also cited the prospect of unacceptable delay.
SDA indicated the arrangement is not meant to hold indefinitely. The agency said it collected industry input through a broad agency announcement on approaches for moving off the current ground segment framework. Such a transition would let SDA open the ground segment to multiple vendors.
How Does the Award Follow GDMS’ Earlier PWSA Ground Work?
GDMS teamed with Iridium Communications on the ground management and integration contract. SDA modified that award in October 2024 at a value of $491.6 million. Iridium put its own portion at $239 million over five years. That work covered ground system construction and integration with the agency’s Tranche 2 constellation.
