The United States military has long led the world in the development and employment of positioning, navigation, and timing (PNT) in its operations. Military PNT capabilities have become vital to the military’s ability to shape the global environment, deter aggression, and fight and win wars, now and in the future.
During Potomac Officers Club’s Ensuring PNT Superiority on the Future Battlefield, experts across the private and public sectors will discuss how this reliance on PNT, like the Global Positioning System (GPS), has created an attractive point of attack which adversaries will increasingly target.

The event will feature William Nelson, director of Assured Position, Navigation and Timing (APNT) Cross Functional Team (CFT) with the U.S. Army, who will participate in a fireside chat, to open the event. His discussion will be moderated by Kevin Coggins of Booz Allen Hamilton.
The panel will feature William Bollwerk, former Department of Defense (DoD) leader, Hironori Sasaki of Orolia Defense & Security and John Betz, a Mitre Fellow Emeritus. The panelists will be moderated by Lincoln Hudson, SVP with Booz Allen Hamilton.
Keynote Speaker: William Nelson
Space capability development efforts across the U.S. Army to narrow capability gaps through experimentation and technical demonstrations to inform, develop and rapidly transition capability requirements to the Army Acquisition system.
Raytheon Technologies’ and Collins Aerospace business has received a contract to mature and integrate a positioning, navigation and timing system intended for the U.S. Army’s ground vehicles operating in GPS-denied areas, in Oct. 2020.
“This is a big win for the Army and proof that [Army Futures Command]’s mission to accelerate the development and fielding of modernized Soldier capabilities is working,” said Nelson.

Coggins leads Booz Allen’s platform resilience and cybersecurity business, focused on the intersection of cyber and physical – ensuring resilience in the operational technologies that enable modern life and national security – from Positioning, Navigation and Timing (PNT) to space systems, aircraft and critical infrastructure.
Kevin served as a senior acquisition executive in the Army in several roles, most recently as the first director of the Assured PNT Cross-Functional team for the U.S. Army, where he was responsible for addressing the full-scope of Army PNT capabilities and challenges, reporting directly to the Under Secretary of the Army.
Moderator: Lincoln Hudson
Lincoln Hudson is a senior leader in Booz Allen’s Army business. Based out of our Huntsville, Alabama, office, he has expertise in DoD portfolio management and program execution, customer relations, strategy, business development, and capture. Lincoln leverages the firm’s many competencies into solutions for today’s warfighters.
Lincoln has 22 years of experience supporting DoD programs and federal command and control systems. Prior to joining Booz Allen in 2019, he worked for Northrop Grumman for nearly 15 years leading Counter-Rocket Artillery and Mortar (C-RAM) systems design, development, and fielding efforts.
Panelist: William Bollwerk
Bollwerk is the former OSD co-lead for a Joint Science and Technology team responsible for PNT research with the DoD. As a member of the OSD PNT Working Group, he worked to ensure USNO provided Timing expertise to DoD documents and policies.
He was the USNO Precise Time and Time Interval (PTTI) liaison with OSD, Joint Chiefs of Staff, NORTHCOM, STRATCOM, and Air Force Space Command. He worked with DOD CIO as the Technical Lead for the GPS Enterprise Modernization and PNT Assurance AoA.
He retired from the U.S. Navy after over 45 years of service. Prior to his retirement he was in charge of the USNO Detachment, Colorado. In the role, he was responsible for the operation and maintenance of the USNO Alternate Master Clock and was the primary interface with Air Force Space Command and Northern Command leadership.
Panelist: Hironori Sasaki
Sasaki serves as president of Orolia Defense & Security. He has over 17 years of experience in advanced PNT capabilities and network communication systems for Government and Military organizations around the world.
In his previous role at L3Harris, he managed portfolios that supported military soldier communications and Intelligence, Surveillance and Reconnaissance (ISR) missions. Sasaki joined Orolia in 2014, leading organizational growth, expansion of solutions, and U.S. program pursuit, establishing Orolia as a leader in PNT technologies.
In 2018, Sasaki was instrumental in the establishment of Orolia Defense & Security, an independently controlled, proxy-regulated U.S. company.
Panelist: John Betz
Betz provides technical contributions and leadership to MITRE’s work program, spanning research to applications. His work has involved positioning, navigation, and timing; signal analysis and signal processing; communications; sensors; electronic warfare; and systems engineering.
With MITRE since 1989, Dr. Betz has held a variety of positions supporting the Air Force, the Department of Defense, and the Intelligence Community.
He continues to be involved in signal and system engineering for GPS, and played a lead role in the GPS Enterprise Modernization Analysis of Alternatives that recommended substantial changes to planned military GPS, identifying more affordable and robust capabilities for warfighters.
