Inmarsat’s Rebecca Cowen-Hirsch: Current Gov’t Satcom Procurement Model Not Fit for Complex Acquisition Demand

TYSONS CORNER, VA, Dec. 30, 2016 — Rebecca Cowen-Hirsch, senior vice president for government strategy and policy at Inmarsat, has stated that the government’s current satellite communications procurement model is fragmented and unable to address new complex demand, ExecutiveBiz reported Dec. 22.

“The government should no longer follow a procurement model in which lowest price, rather than best operational value, is the winning element, ” Cowen-Hirsch told MilsatMagazine in an interview.

“This creates an abundance of ad hoc networks and solutions – with little thought given to affordability or efficiency and, even more important, interoperability and sustainability, ” she added.

Cowen-Hirsch noted that the procurement model challenge is driven by budget constraints in government.
