Steve Cooper, who formerly held chief information officer roles at the Federal Aviation Administration and Department of Homeland Security, has joined mobile and big data technology contractor Digital Management Inc. as vice president of strategic programs.

The 30-year information technology veteran was the first chief information officer in DHS during his public sector career and led that department to establish its organizational and technology infrastructure, DMI said Tuesday.

His most recent role at the FAA was acting deputy assistant administrator and CIO for information technology and services, where he helped lead a 1, 000-person team through its transition to shared services.

As CIO of the agency’s air traffic organization, he led the adoption of mobile technology in 2010 and oversaw a pilot program of tablets and smartphones.

“Mobile enablement is the next major transformation opportunity for commercial and government enterprises, ” Cooper said.

Cooper’s private sector career includes roles such as CIO of the American Red Cross and he served in that position during Hurricanes Katrina, Rita and Wilma.

He also held senior roles at Computer Sciences Corp. (NYSE: CSC) and Eli Lilly.
