The Department of Transportation has announced plans to establish a potential $1.9 billion multiple-award blanket purchase agreement to support a departmentwide effort to modernize its IT infrastructure.

The proposed 1DOT Digital Services BPA will supersede the Software Engineering Services 2.0 vehicle and seeks to help DOT transition from siloed legacy systems to shared, enterprise-level digital platforms, according to a notice published Thursday on the Acquisition Gateway.
The Federal Highway Administration serves as the contracting office for the opportunity.
What Is the 1DOT Initiative?
The 1DOT initiative is a long-term effort to unify and strengthen DOT by improving coordination across all modes of transportation. The department said the initiative is designed to eliminate redundancies, promote accountability and improve efficiency and foster collaboration by bringing modal administrations together under a common operating framework.
What Is the Scope of the Proposed 1DOT Digital Services BPA?
The BPA will provide a range of digital and IT services to support both mission-specific and departmentwide applications. Scope areas include software engineering; Agile development; cloud-native architecture; and artificial intelligence and machine learning platforms.
DOT said the proposed acquisition vehicle will enable the deployment of multidisciplinary agile teams to deliver secure, scalable and human-centered digital services across its operating administrations.
The BPA will feature two contracting pools, with most work directed to small businesses and more complex requirements competed among a broader group of vendors. According to the department, the vehicle will follow a full and open competition approach after applying any applicable exclusions.
The department expects to release a solicitation by Aug. 1. An award is anticipated in fiscal year 2027, with a performance period running from March 2027 through March 2035.
How Does 1DOT Align With DOT IT Strategic Plan?
In 2025, DOT introduced its IT Strategic Plan for 2025 through 2029, which outlines a path to unify and modernize the department’s IT capabilities under the 1DOT model. The plan focuses on reducing legacy system complexity, accelerating the delivery of customer-centered digital products and strengthening workforce and vendor relationships.
The plan has four strategic goals: eliminating technical debt; delivering technology around the needs of users and mission partners through journey mapping and customer feedback channels; moving to product-based delivery; and growing talent.
The department said achieving these goals requires an updated operating model built around a “1DOT IT” team structure. Under this approach, DOT will organize the team into digital factories that deliver mission-focused products and centralized shared services that provide common platforms, governance, standards and enablement.
In December, NextGov/FCW reported that DOT awarded a five-year contract through the General Services Administration’s OneGov initiative to adopt Google Workspace and integrate AI tools to modernize its IT environment in support of the 1DOT strategy.
