SAIC has secured a $241.7 million indefinite-delivery/indefinite-quantity contract from the Naval Undersea Warfare Center Division Newport to provide maintenance and upgrades at the Propulsion Test Facility in Rhode Island.
What Work Will SAIC Perform Under the New Contract?
Under the five-year contract, SAIC will handle the upkeep, testing and modernization of the full PTF complex, which includes multiple specialized test facilities, such as the Deep Depth Test Facility, the Navy’s primary land-based testing system capable of evaluating an Mk 48 torpedo afterbody throughout its entire operational envelope, according to a notice posted on SAM.gov.
The statement of work described PTF as “a legacy test system with aging, one-of-a-kind components that require significant upkeep and engineering to keep operational.” It supports undersea warfare weapons, vehicles and defensive systems programs and conducts life cycle and proof testing for torpedo components, submarine systems and propulsion technologies.
The company will deliver engineering and technical services, including prototyping, systems integration and digital engineering, ensuring that the PTF remains capable of supporting emerging Navy and allied research and development needs. SAIC’s responsibilities also include equipment fabrication, refurbishment and obsolescence management for the Mk 48 and Mk 54 torpedo programs, unmanned underwater vehicles and submarine sensors.
Where Will the Work Take Place?
The majority of work will be performed at the PTF complex in Rhode Island. Additional efforts will extend to Navy intermediate maintenance activities in Yorktown, Virginia; Keyport, Washington; and Pearl Harbor, Hawaii, as well as foreign military sales sites in partner nations, including Australia, Brazil, Canada, Egypt, India, Japan, the Netherlands and Turkey.
