What Is the Scope of the ROTHR Contract?
The award supports the continued operation and sustainment of radar capabilities used in surveillance missions. It includes a one-year base period valued at $40.3 million, with four additional one-year option periods that could bring the total contract value to approximately $212.1 million if exercised.
Under the current schedule, initial work is slated for completion by April 2027; however, the timeline extends to April 2031 if all options are exercised. Raytheon will perform work across multiple sites, including Chesapeake, New Kent and Fairfax in Virginia, and Freer, Premont and Dallas in Texas. Services will also be performed at sites in Puerto Rico, particularly in Juana Diaz and Vieques.
How Will the Navy Fund the Award?
The Naval Supply Systems Command Fleet Logistics Center Norfolk, Contracting Department in Philadelphia, is managing the contract and has obligated $1 million in fiscal 2026 Navy operations and maintenance funds at the time of award. These funds, which expire at the end of the fiscal year, will cover the base period, while future option periods will be funded with allocations from the appropriate fiscal years.
Previous Contracts Supporting the ROTHR Program
The recent award builds on past ROTHR efforts. In 2023, Raytheon was selected to lead system upgrades to enhance maritime tracking and long-range detection. This followed a $146.3 million, five-year contract awarded in 2021 to support counter-narco-terrorism missions, and an earlier $104 million operations and maintenance contract in 2016, highlighting the company’s sustained role in supporting and modernizing the Navy’s radar capabilities.
