Raylene Yung, co-founder and former CEO of the nonprofit U.S. Digital Response organization, has been appointed executive director of the General Services Administration’s Technology Modernization Fund program management office.
She will manage the funding vehicle for agencies that apply to receive federal funds to modernize information technology systems. GSA said Tuesday.
Yung helped establish USDR in March 2020 with the goal of connecting government organizations with other entities to address critical public needs amid the pandemic.
The Stanford University graduate previously worked at the Aspen Institute as a tech policy fellow and served as a Biden-Harris transition team member with a focus on policy priority identification work.
GSA Administrator Robin Carnahan said Yung brings technology policy and private sector experience as the agency looks to transform how the government invests in digital infrastructure modernization projects.
