Oddball has named Kathy Klapacz chief operating officer, adding an executive with experience in health agency delivery as the company moves toward larger federal competitions.
The company said Wednesday Klapacz will oversee operational strategy and execution, with responsibility for strengthening coordination across delivery, engineering and growth.
Marybeth Wootton, chairwoman of Oddball’s board, said the appointment supports the company’s continued scaling.

What Experience Does Klapacz Bring?
Klapacz spent the past year and nine months as vice president of programs and delivery at J29, where she led a portfolio spanning the Centers for Medicare and Medicaid Services, the Department of Health and Human Services, the Department of Homeland Security, the Department of Labor, and the Defense Health Agency, overseeing about 200 full-time employees, according to her LinkedIn profile.
Before that, she spent more than seven years at Ventech Solutions, rising from vice president of health delivery solutions to chief delivery officer and then chief operations officer. She directed a cloud transformation that migrated CMS systems from legacy data centers to AWS GovCloud and led the delivery of support services for the CMS Healthcare Quality Information System.
Her earlier career included deputy program manager roles at ActioNet supporting the CMS Innovation Center, consulting work at Navigator Management Partners, and program management at Mav6 and Northrop Grumman. Oddball said she has led federal portfolios exceeding $100 million and organizations of more than 400 personnel across 20 years.
Klapacz holds master’s degrees in project management and business administration from the University of Maryland Global Campus and a bachelor’s degree in industrial engineering from Penn State University.
Why Is Oddball Adding an Operations Chief?
The hire comes as Oddball repositions to pursue larger, longer contracts. Chief Growth Officer Tony Meyer told ExecutiveBiz in April that the company has outgrown small business status and that growth will come instead from full-and-open competitions, larger programs, and new customers, including the Department of War. That shift puts small business set-asides out of reach, among them the VA’s Customer Experience, DevOps and Agile Releases, or CEDAR, and its follow-on Secure, Performant, Reliable and User-Centered Experiences, or SPRUCE.
The company is building Oddball Labs, an innovation unit developing capabilities ahead of future procurements.
“Labs is our Curve 2 engine: the deliberate bet that Oddball can’t just be a company that executes well on the work that exists today. We also have to be a company that’s building the capabilities that the government is going to need to buy tomorrow,” Meyer told ExecutiveBiz.
Oddball CEO Rob Silverman, a two-time Wash100 Award winner, took over in November 2025 after 23 years at Booz Allen Hamilton. In an Executive Spotlight interview with ExecutiveBiz in February, he said the second curve strategy maps what the company needs to accomplish when it comes to capabilities, clients, corporate infrastructure and culture, building on the values that carried it through its first curve.
