The U.S. Navy plans to compete on an unrestricted basis a potential eight-year, $8 billion multiple-award contract to provide construction, repair, demolition and alteration support services for infrastructure projects within the state of Hawaii and Wake Island.
The proposed design-build/design-bid-build, indefinite-delivery/indefinite-quantity contract will have a five-year base period and an option term of three years and will cover infrastructure projects in support of military branches and federal agencies, according to a presolicitation notice published Thursday.
Projects may include residential building construction; dredging and waterfront work on piers, dry docks, caissons and wharves; construction of industrial buildings and warehouses; and improvements such as utilities, landscaping, airfields and roadways.
Naval Facilities Engineering Systems Command intends to evaluate the proposals based on several factors, including technical approach, past performance, price and small business participation and utilization.
The task orders to be awarded under the IDIQ contract will range from $40 million to $300 million and each contractor will have a minimum guarantee of $3,000.
According to the notice, the contractor should tap an architect-engineering firm experienced in coordinating design efforts across new and general building and renovation projects to support design-build work.
