The Navy and USMC are making substantial commitments to modernization and readiness in their FY 2027 budget request, as the Navy is asking for $378 million, 23 percent more than the $307 billion enacted in FY 2026. This includes $36 billion in research, development, test and evaluation, or RDT&E, funds. If approved by Congress, this would represent a four percent increase from FY 2026 and would be invested in major efforts across the force, from cyberspace operations to electronic warfare.
In his keynote, Lt. Gen. Matos will address the USMC’s first-of-its-kind Information Warfare Plan, which Breaking Defense described as a draft document similar to the Marine Corps Aviation Plan. Who Is Lt. Gen. Joseph Matos?
Lt. Gen. Joseph Matos is one of the USMC’s key figures in cyber, space and information operations who has served in a variety of dynamic information-focused leadership positions during his long and storied USMC career. As deputy commandant for information, Matos handles enterprise fielding, information architecture, C4, and AI and data integration.
Matos is also the executive sponsor for the technical integration and enterprise adoption for the Pentagon’s Maven, a command-and-control software system that analyzes battlefield data and identifies targets. He most recently served as the deputy commanding general for U.S. Marine Forces Cyber, Joint Forces Headquarters-Cyber.
Matos has also served as director for IC4; assistant deputy commandant for information; and deputy director for C4 and IT J-6 for U.S. Space Command. His command assignments include 7th Communication Battalion in Okinawa, Japan and Defense Information Systems Agency Pacific, a.k.a. DISA-PAC, which is tasked with operating and defending Pentagon networks in the Indo-Pacific region.
Matos served as the deputy chief of Joint Task Force Ares, a special unit created in the mid 2010s to create digital weapons to fight the Islamic State online, according to The Record. JTFA was handed over to the USMC in 2018 and had its mission expanded to target nation-state actors, especially those in the Indo-Pacific.
