Jacobs‘ government services business and Wiley|Wilson–Burns & McDonnell joint venture have each won a potential five-year, $249 million indefinite-delivery/indefinite-quantity contract from the U.S. Navy to provide architectural and engineering services for Naval Facilities Engineering Systems Command, or NAVFAC, Washington projects.

The Department of War said Thursday NAVFAC Washington conducted a competitive procurement process and received 10 offers for the firm-fixed-price IDIQ contracts.
What Is the Scope of the Navy IDIQ Contracts?
Work under both contracts will be performed across Virginia, Washington, D.C., and Maryland, through June 2031.
According to a solicitation issued in 2024, contract work includes engineering studies, investigations, surveys, design development and concept planning for infrastructure projects. Additional services include environmental assessments, hazardous material surveys, engineering investigations, interior and landscape design, project programming, and preparation of preliminary and final designs with associated cost estimates for Navy facilities.
The service obligated $5,000 in fiscal 2026 Navy operations and maintenance funds for each contract at the time of award.
What Other Navy Engineering Contracts Did Jacobs Secure?
Jacobs previously secured IDIQ contracts from the Navy, including an $80 million contract with NAVFAC Atlantic to provide environmental compliance engineering support for U.S. military bases worldwide. Jacobs and its joint venture with Black & Veatch also received a potential $249 million contract from NAVFAC Pacific to provide architectural and engineering services for the construction of a missile defense system and related infrastructure projects.
In 2023, Jacobs Government Services received a $249 million IDIQ contract to support design-build work for the Navy and Marine Corps installation projects.
