Loyal Source Government Services Names Heath Starr Chief Revenue Officer

Loyal Source Government Services has appointed Chief Growth Officer Heath Starr as chief revenue officer.

Loyal Source said Thursday Starr will head an organizationwide restructuring intended to support the company’s current size and extend its services to veteran, military and civilian agency customers.

What Will Heath Starr Oversee as Chief Revenue Officer?

Starr will bring the company’s business development, capture, client strategy, government affairs, corporate development, marketing and growth functions in line with its operating capabilities and investment priorities.

He will lead a new operating model built around four divisions focused on customer missions. Under the structure, division leaders will work alongside capability operators and share accountability for programs from the identification of opportunities through execution, while experienced executives apply their expertise to customer priorities and outcomes.

Brian Moore, CEO of Loyal Source, said Starr will help connect the company’s pursuit of new work with how it organizes, invests and delivers for clients.

Who Is Heath Starr?

Starr is a government services executive with over two decades of experience managing large federal programs and change management efforts across more than 20 agencies, including work supporting the establishment of the Department of Homeland Security.

Starr joined Loyal Source as chief growth officer in January after nearly 12 years at SAIC, where he most recently served as senior vice president, health market leader and chief innovation officer for the civilian business group, according to his LinkedIn profile. He also held the role of SVP for product, partnerships and ventures and served as chief operating officer of SAIC’s commercial subsidiaries.

Earlier in his career, Starr spent eight years at General Dynamics Information Technology, holding positions, including director of civilian programs, senior program manager and portfolio manager for operations design and innovation. He also served as special assistant to the under secretary for management at DHS.

Starr said the new role establishes the alignment Loyal Source needs as it continues to grow.

“This appointment is not just a title change; it creates the strategic alignment required as the company continues in this phase of hypergrowth,” Starr said.

What Is Loyal Source Government Services?

Loyal Source Government Services is an Orlando, Florida-based company that provides healthcare, technology, workforce engineering and mission support solutions for government and commercial customers in the U.S. and overseas.

The company is among the 109 contractors that received contract modifications raising their base period ceiling by $45 billion in January under the Navy’s WEXMAC TITUS program. In January 2025, Loyal Source was one of four companies the Department of Veterans Affairs selected for a follow-on indefinite-delivery/indefinite-quantity contract to provide medical disability examination services in Regions 1 through 4.

Loyal Source has expanded its leadership team in recent months. The company brought on Wendy Adams as head of capture in May and named Cassie Katz, who joined from the Professional Services Council, chief marketing officer in September. In October, Loyal Source appointed Jen Marrion to lead growth strategy and market intelligence.
