The Defense Microelectronics Activity, or DMEA, has issued a solicitation for the potential $500 million Rapid Assured Access, or R2A, contract vehicle.

What Is the Scope of the Rapid Assured Access Program?

According to the solicitation notice published Friday on SAM.gov, the R2A program is designed to provide the Department of War and defense contractors with long-term access to trusted domestic semiconductor foundry services through enterprise-wide contracts managed by the Trusted Access Program Office. TAPO plans to establish multiple single-award indefinite-delivery/indefinite-quantity contracts with pre-negotiated terms and conditions to enable rapid engagement with semiconductor manufacturers while allowing additional vendors to be added over time to address evolving technology requirements and supply chain needs.

Offers are due July 27, and DMEA said the $500 million ceiling will be shared among all R2A awardees based on their respective technology offerings.

What Technical Requirements Must Contractors Meet?

Selected awardees must operate production-qualified semiconductor foundries within the continental U.S. and provide domestic fabrication technologies spanning multiple process nodes. Contractors also will be required to offer process design kits, foundational intellectual property and support services such as design, testing, packaging and multi-project wafer runs.
