BI Secures ICE Intensive Supervision Appearance Program V IDIQ Contract

The Immigration and Customs Enforcement has awarded BI, a Boulder, Colorado-based electronic monitoring systems provider, a potential $1 billion contract to provide support services as part of the fifth iteration of the Intensive Supervision Appearance Program, or ISAP V.

The Department of Homeland Security’s ICE announced the contract award in a SAM.gov notice published Tuesday.

In August, ICE issued a solicitation for the potential $2 billion ISAP V indefinite-delivery/indefinite-quantity contract, which has two one-year ordering periods with a guaranteed minimum value of $4 million. 

In 2020, ICE awarded BI the $2.2 billion ISAP IV IDIQ contract.

ICE ISAP V IDIQ Contract Scope

According to the statement of work, ISAP is an alternative to detention program and helps individuals ensure compliance with court appearances, release conditions and final orders of removal using case management systems and monitoring tools.

Under the ISAP V IDIQ contract, the selected vendor will provide in-person reporting, community-based supervision, GPS monitoring and biometric technology monitoring services across the U.S.

Tech-enabled monitoring services include GPS ankle and wrist bracelets as well as telephonic and biometric mobile reporting applications.

The contractor will also be required to conduct office and home visits at varying frequencies, manage alerts and exceptions, and provide extended case management where necessary.
