Army Seeks Comments on Draft Performance Work Statement for Rotary-Wing Aviation Simulation Services Program

The U.S. Army is seeking industry feedback on draft performance work statement and contract data requirements lists for the Flight School Training Support Services program.

The service plans to launch a full and open competition for the single-award FSTSS contract, which will have an ordering period of 12 years and is meant to meet the U.S. Army Aviation Center of Excellence’s rotary-wing simulation services requirement, according to a notice posted Thursday on the beta SAM website.

Under the FSTSS program, the contractor will provide training simulation services for TH-1H, UH-60L, UH-72A, UH-60M, CH-47F and AH-64E instrument and operational flight training systems and will own, operate and maintain all flight simulators.

The FSTSS contract will include visual systems and displays; helmet-mounted display for reconfigurable collective training devices; improved data modem; air traffic controller training services; and unmanned aerial systems levels of interoperability 1 through 4.

The Army expects the FSTSS contract to be ready for training no later than April 1, 2023, and support services must be provided near USAACE at Fort Rucker in Alabama to avoid interruptions to daily training schedules.

Comments and questions on the draft PWS and CDRLs for the FSTSS program are due June 21.
