The Department of Transportation is rapidly modernizing to create safer and more efficient public transit systems. As aging infrastructure and evolving safety demands strain existing systems, the agency is turning to industry for the expertise and innovative capabilities needed to address challenges and strengthen the nation’s transportation networks.

What Are the Open Contract Opportunities at DOT Right Now?

Knowledge Transfer and Information Dissemination RFI

The Federal Transit Administration has posted a request for information on companies that can support the deployment, implementation and dissemination of technology products and research findings to the public transportation industry and the general riding public. FTA aims to improve the safety and efficiency of public transportation through research, development, demonstration and deployment of innovative new ideas, practices, approaches and technologies. 

Under the Knowledge Transfer and Information Dissemination, or KTID, program, the selected company will:

  • Develop processes, systems and resources that support FTA research deployment and adoption.
  • Support the production and commercialization of technologies developed through FTA-funded projects.
  • Help strengthen the capability of public transportation stakeholders to deploy FTA research products.

Work will include conducting a survey of public transportation agencies to identify capability needs, managing an inventory of R&D projects, tracking domestic and international patents, and disseminating materials to inform stakeholders about FTA research initiatives. 

DOT intends to award a firm-fixed-price contract with a five-year period of performance, including four 12-month options. Responses are due Sept. 11.

Architecture and Engineering Services RFP

The Federal Aviation Administration has issued a request for proposals for architect and engineering services to support the maintenance, repair, upgrade and new construction activities at Mike Monroney Aeronautical Center in Oklahoma. The center provides aviation products and services and promotes the safe and efficient operations of the national airspace, or NAS.

FAA is considering awarding multiple firm-fixed-price, indefinite-delivery/indefinite-quantity contracts for the required services. Work under the effort are divided into three types:

  • Type A covers field surveys, project feasibility determination, concept drawings and project schedule preparation, subsurface investigations, topographical surveys, soil borings and analysis, chemical tests, and energy and life cycle cost analyses.
  • Type B covers preparation of construction documents for competitive bidding and associated construction administration, including construction drawings, specifications, cost estimates and design analysis.
  • Type C covers additional construction administration, inspections, testing and other services.

The agency held a pre-proposal teleconference in August. Offers are due Sept. 24

Cooperative Driving Automation Small-Scale Industry Prototype BAA

DOT’s Intelligent Transportation Systems Joint Program Office is seeking industry-led prototypes that demonstrate how cooperative driving automation, or CDA, technology can complement both human-driven and automated vehicles to improve safety, mobility and operational efficiency. 

The department said prior research has proven CDA concepts at technology readiness levels 3 to 5 in laboratory and closed-course settings, but most new vehicles still lack CDA capabilities. Although advances in the technology have been made, standalone vehicle automation also continues to struggle with complex scenarios such as occluded views, complicated merging situations and pedestrians obscured by buildings.

DOT issued a broad agency announcement to transition research concepts to commercial applications. The department will support the development and testing of pre-production prototypes at technology readiness levels 6-7 and validate the data exchanged between vehicles and roadside infrastructure.

The resulting data will be used to inform a national strategy for deploying CDA across rural, suburban and urban roadway systems. The department is prioritizing four use cases with clear safety and mobility benefit potential: 

  • Work zone management
  • Traffic incident management
  • Cooperative perception
  • Emergency and transit vehicle awareness

Selected offerors will first validate their prototype’s interoperability, functional safety and cybersecurity within a controlled testbed environment before advancing to a small-scale, real-world demonstration on public roads with mixed traffic to assess operational readiness. 

Proposals are due Sept. 28. DOT anticipates making awards by Nov. 30

Instrument Landing System RFI

FAA is conducting a market survey for Instrument Landing Systems, or ILS, which combines a localizer, glide slope and ancillary equipment to deliver precision guidance for aircraft approach and landing. 

The agency intends to procure ILS equipment to establish new infrastructure and sustain existing systems supporting CAT I, II and III approach procedures. The agency said its requirements exceed baseline international standards in three areas: remote maintenance monitoring, localizer antenna array performance and remote control subsystem requirements. The added requirements are based on FAA’s own maintenance practices, reflect the agency’s experience achieving reliable guidance signals in environments prone to signal interference and are designed to interface with equipment already fielded across NAS.

The agency said it has not finalized its acquisition strategy and will use feedback from the market survey to refine technical requirements and guide planning. Responses are due Oct. 2

NISC Enterprise Support Tasking RFP

FAA’s AJW-2131 Implementation Services Group is soliciting proposals for the operations and maintenance of a system used to manage the NAS Integration Support Contract, or NISC, IV. According to the RFP, the selected contractor will be responsible for sustaining the NAS Integration Management System, or NIMS, using its existing technology stack. The contractor will also maintain and run reports from the inactive Contract Management Information System, or CIMS, which supported NISC III. 

NIMS supports the full task order management lifecycle for NISC IV, including financial functions integrated with the FAA’s PRISM and Delphi systems. 

Additionally, the contractor will serve as a subject matter expert to support the development of a new system for NISC V. FAA said it is transitioning the NISC IV to NISC V during the award period. 

FAA will award a firm-fixed-price contract as a women-owned small business set-aside. The anticipated period of performance is five years, including four 12-month options. 

The agency plans to host a live NIMS demonstration Sept. 9. Proposals are due Oct. 15, with awards expected on Feb. 26, 2027.
