The Department of Homeland Security’s Transportation Security Administration has unveiled plans to compete a potential follow-on blanket purchase agreement worth more than $100 million for operational test and evaluation support services, or OTSS.

What Is the Timeline for TSA’s Follow-On BPA
According to a notice published Wednesday on the Acquisition Planning Forecast System, TSA described the anticipated procurement as a follow-on to the agency’s current OTSS contract, for which SAIC is the incumbent.
The agency expects to release a solicitation around March 1, 2027, ahead of an anticipated award during the third quarter of fiscal year 2027. Should the contract move forward, performance is projected to run through Sept. 15, 2032.
What Services Will the Follow-On BPA Cover?
The OTSS requirement for TSA’s test and evaluation division would be structured as a blanket purchase agreement and performed out of Arlington, Virginia. According to the forecast, the OTSS scope includes:
- Agencywide field demonstrations and data collection and analysis to support test planning
- Test article development and verification, along with related engineering change reviews
- On-site test personnel at airport locations nationwide to support test execution
- Subject matter experts for cyber resilience testing and human factors specialists for human-system integration assessments
- Operational testing support for new and improved screening technologies, including credential authentication systems, explosives detection, prohibited-item detection and checkpoint and checked-baggage alarm resolution
What Other TSA Contract Opportunities Are in the Pipeline?
The potential OT&E BPA adds to a string of recent TSA forecasts posted through APFS. The agency is also eyeing a $100 million contract for its Field Operations and Customer Support program, which would provide enterprisewide IT support and help desk services. Separately, TSA is soliciting offers for the $13 billion TSA Gold+ airport screening indefinite-delivery/indefinite-quantity contract to modernize security screening technology and services at airports nationwide.
The agency has also outlined two IT services contracts worth a combined $150 million to support its broader enterprise technology environment. On top of that, TSA is moving to recompete its program analysis and strategic support services contract.
