Graham Katz Named CTO of MANTECH’s Data and AI Practice

  • Katz has served as a MANTECH distinguished engineer since August 2024
  • He spent nine years at IBM, most recently leading data and AI technical delivery for federal work
  • He previously headed Georgetown University’s computational linguistics program

MANTECH has named Graham Katz chief technology officer and executive director of its data and artificial intelligence practice. The company announced the appointment Thursday in a LinkedIn post.

Katz will lead teams delivering data and AI work for client missions, drawing on his expertise in generative AI, machine learning and data science.

MANTECH is a sponsor of the Potomac Officers Club’s 2026 Homeland Security Summit, set for Nov. 10 at the Ritz-Carlton in Tysons Corner, Virginia. Panels will take up AI and link analysis in investigative intelligence, building a federated DHS data and identity fabric, and edge capabilities for border operations, with agency decision-makers and industry leaders on the program. Register now to join the discussion.

What Is Graham Katz’s Background?

Katz brings more than 30 years of experience in AI and natural language processing, spanning research and development through software delivery.

He joined MANTECH in August 2024 as a distinguished engineer in the data and AI practice, leading a team of data scientists and data engineers.

Before that, Katz spent nine years at IBM. He served most recently as technical delivery lead for data and AI in the company’s Technology Expert Labs federal practice, overseeing projects covering entity resolution, automatic question answering, speech recognition and digital engineering.

Katz headed the computational linguistics program at Georgetown University before joining IBM. He also worked as an applied research manager at CACI International and taught at Stanford University and the University of Osnabrück.

He holds a doctorate in computational linguistics from the University of Rochester and a bachelor’s degree in symbolic systems from Stanford.

How Does the Appointment Fit MANTECH’s Leadership Buildout?

Earlier this month, the company named Douglas Orellana chief technology officer and vice president of its digital practice. Orellana will lead work in intelligent engineering, cloud and tactical asymmetric systems.

Orellana and Katz’s roles fall within MANTECH’s Technology and Capabilities Organization, established when Brandy Durham became chief technology officer in July. That organization covers data and AI, cybersecurity, and digital practices.

MANTECH elevated Kristen Summers to chief data and AI officer in July, succeeding Durham. The company also named Eric Brown chief product officer.

The data and AI practice absorbed Elder Research, a data science and AI provider MANTECH acquired in December.
