ASRC Research and Technology Solutions has won an indefinite-delivery/indefinite-quantity contract worth up to $494.4 million to support the Defense Counterintelligence and Security Agency’s Case Processing Operations Center.
The single-award contract carries a $20 million minimum guarantee and a five-year ordering period, with an estimated completion date of Oct. 31, 2031. It is a hybrid arrangement combining firm-fixed-price and cost-reimbursement work.
DCSA Procurement Solutions in Quantico, Virginia, is the contracting activity. Three proposals came in response to a single solicitation.
Where Will ASRC Perform the DCSA Case Processing Work?
Task orders will set the specifics. Work performance locations are Boyers, Pennsylvania, and St. Louis, Missouri.
DCSA awarded the first task order the same day as the contract and obligated $21.8 million in defense working capital funds.
What Does the Case Processing Operations Center Do?
CPOC supports personnel security and federal background investigations. The scope described in DCSA’s earlier solicitation documents covers application intake, case maintenance and post-investigation processing, along with continuous vetting, program management and support for migration to future IT systems.
DCSA conducts most of the federal government’s background investigations, processing up to 2 million cases a year for more than 100 agencies.
The agency issued a draft request for proposals for CPOC 2.0 in March, planning to award an IDIQ as a small-business set-aside.
An earlier CPOC contract went to ASRC Federal Professional Services, covering National Background Investigation System support, case processing and program management.
