The Defense Counterintelligence and Security Agency has released a draft request for proposals for the Case Processing Operations Center, or CPOC, 2.0 contract for federal background investigations support services.
According to the notice posted on SAM.gov Thursday, the agency will award an indefinite-delivery/indefinite-quantity contract as a small business set aside for professional support services.
DCSA will accept questions and comments from industry through March 30.
What Is the Scope of the CPOC 2.0 Contract?
In a previously issued request for information, DCSA said the contract will support mission-critical functions tied to personnel security and federal background investigations.
The selected contractor will provide personnel, equipment and operational support for case processing activities, including application intake, case maintenance and post-investigation processing. Additional responsibilities include continuous vetting, program management and support for transitioning to future IT systems.
Work will be performed at Boyers, Pennsylvania; St. Louis, Missouri; and at an alternate approved location. The anticipated period of performance is from August 2026 through July 2031.
How Does CPOC Support DCSA’s Mission?
The contract is designed to ensure timely, accurate and compliant investigations aligned with federal standards and Department of War cybersecurity requirements. DCSA conducts the majority of the federal government’s background investigations, processing up to 2 million cases annually across more than 100 agencies.
The CPOC program plays a central role in managing these investigations by integrating personnel, processes and technology to support vetting and adjudication efforts.
A previous contract awarded to ASRC Federal Professional Services included support for the National Background Investigation System, case processing and program management, highlighting the operational importance of the CPOC framework.
