The U.S. Navy has awarded 29 companies positions on a potential seven-year, $400 million indefinite-delivery/indefinite-quantity contract to provide operational exercise design, systems engineering and technical support services for the service branch.

The Department of War said Thursday the Naval Information Warfare Center Pacific in San Diego conducted a competitive procurement process and received 50 offers for the multiple-award IDIQ contract.

What Is the Scope of the Navy Contract?
The contract has a base value of approximately $278 million and carries a five-year ordering period running from Aug. 12, 2026, through Aug. 12, 2031. A two-year option, if exercised, would bring the total contract length to seven years and the potential value to $400 million.
The award uses cost-plus-fixed-fee and cost-no-fee pricing, and work will be performed in San Diego.
Under the contract, awardees will provide operational exercise design and construction, operations and requirements analysis, concept formulation and development, feasibility demonstrations, and operational and technical support. The scope also includes analyzing and engineering operational, functional and system requirements to establish national, theater and force-level architecture.
Additional work covers requirements verification and validation, engineering analysis, technical documentation, and software and hardware design and implementation. Awardees will also perform systems integration, test and evaluation, and demonstration activities using a systems engineering approach and DevSecOps methodologies.
Naval Information Warfare Center Pacific said it will obligate no funds at the time of award and will fund individual task orders as they are issued. Awardees will have the opportunity to compete for task orders during the ordering period.
What Other Navy Contract Opportunities Are in the Pipeline?
The IDIQ award follows a string of additional Navy acquisition activity across multiple mission areas. Naval Air Systems Command has released a request for proposals for a potential single-award IDIQ contract to provide aircraft maintenance and contractor logistics support for the Navy’s T-6 and T-34 aircraft programs.
The Navy has also announced its intent to award a single-award, follow-on IDIQ contract for software engineering support services through an unrestricted competition.
Separately, the service has issued a solicitation for the Integrated National Intelligence Systems Cybersecurity, Engineering and Technology Implementation support task order through Naval Information Warfare Center Atlantic. The government said the total award value may exceed $345 million.
The Navy additionally plans to issue a solicitation for a follow-on unrestricted multiple-award contract to provide operational planning, assessment, integration, execution and technology development support to help maintain warfighter superiority in the cyberspace domain.
