The U.S. Air Force has awarded Strategic Mission Systems a potential $984 million contract for the sustainment and modernization of the E-4B command-and-control aircraft’s communication systems, the Department of War announced Wednesday.

The indefinite-delivery/indefinite-quantity agreement comes almost 10 years after the company landed a $73.1 million contract to support the E-4B fleet’s national and nuclear communication operations.

What Are the Details of the Latest SMS Contract?

Strategic Mission Systems will provide engineering, program management, specialized software sustainment and cybersecurity services for E-4B aircraft. It will also support field service representatives, manage facilities and help expand a system integration lab for the fleet.

The company is expected to complete the contract by June 2037, performing work at Offutt Air Force Base in Nebraska as well as in Oklahoma City, Oklahoma, and San Antonio, Texas. The military branch obligated $24.9 million in fiscal 2026 operations and maintenance funds at the time of the award. The contracting activity is the Air Force Life Cycle Management Center at Tinker Air Force Base, Oklahoma.

Strategic Mission Systems is a joint venture of three small businesses: Crescent Systems, Enclave Management and Executive Airborne Solutions. It was formed specifically for the E-4B National and Nuclear Communications System contract, whose purpose is to create a national airborne operations center in the event of a national emergency or when ground command and control operations have been compromised.
