Amazon Web Services has secured a potential $2.56 billion contract from the Department of Homeland Security to provide commercial cloud services for use across DHS as part of the department’s Cumulus cloud acquisition program.

As DHS advances its Cumulus cloud procurement initiative, government and industry leaders will have an opportunity to discuss emerging technology priorities and mission requirements at the 2026 Homeland Security Summit on Nov. 12. The event will bring together federal decision-makers and private-sector executives for conversations on artificial intelligence, cybersecurity and other operational capabilities at the department’s major agencies. What Is the Scope of the DHS Cloud Contract?
In an award notice published Friday on SAM.gov, DHS said the single-award indefinite-delivery/indefinite-quantity contract covers commercially available anything-as-a-service offerings, including infrastructure as a service, software as a service, platform as a service, professional services, marketplace solutions and training services.
According to the justification document released in April, the contract has a one-year base ordering period and four option years and covers the delivery of commercial cloud services with on-demand, scalable cloud computing facilities and resources that are accessible through a graphical user interface portal or console, application programming interfaces, or software development kit that allows DHS to rapidly provision cloud services and resources within the cloud environments.
The cloud offerings must fully meet established DHS minimum requirements and provide innovative capabilities to meet departmentwide mission requirements.
How Did the DHS Cumulus Procurement Evolve?
The award follows DHS acquisition activities related to the Cumulus program earlier this year.
In January, the department announced plans to centralize the procurement and management of commercial cloud services across its components through the Cumulus cloud acquisition effort.
