Work performance is expected to run through May 21, 2031, with locations and funding determined with each task order. The contract was solicited online, and one bid was received.

The Army Contracting Command, Redstone Arsenal, Alabama, is the contracting activity.

Why Is the Army Modernizing the Organic Industrial Base?

The Army’s OIB modernization strategy is part of a 15-year plan designed to transform the service’s depots, arsenals and ammunition plants into more advanced, digitally connected manufacturing environments.

The Army Materiel Command has invested almost $100 million in facility and equipment upgrades across its sites, including the completion of the McAlester Army Ammunition Plant’s new Multi-Purpose Load Facility in 2025, which the Army claims increases production capacity for select munitions by 400 percent.

“We’re not just planning for the future, we’re building it. We are investing in facilities, tooling and the workforce to ensure the OIB remains a strategic advantage for the Army,” said Stephanie Hoaglin, director of AMC’s OIB Modernization Task Force.

What Other Recent Contracts Has Deloitte & Touche Won?

Deloitte & Touche recently secured an $82 million contract with the U.S. Air Force to provide professional and technical support services, which include financial audit remediation support at Joint Base Andrews in Maryland and Washington, D.C.

The company also booked a $90 million Navy contract in May 2025 for services supporting maritime operations and mission requirements.
