The company said Tuesday Blackman will oversee strategic growth initiatives focused on client delivery and technology adoption. His responsibilities include advancing secure cloud modernization, AI-enabled mission platforms and digital transformation efforts for federal customers.

John Hillen, chairman of the NTT DATA Federal board of directors and a previous Wash100 awardee, said Blackman’s experience aligns with the needs of agencies pursuing modernization initiatives.

Who Is Horace Blackman?
Blackman most recently served as senior vice president and business unit leader for defense, intelligence and space at CGI Federal. In that role, he oversaw strategy development and the delivery of IT platforms and services to national security clients.
He brings more than 20 years of experience in digital transformation, mission system modernization and strategic growth across the federal marketplace.
Earlier in his career, he held leadership roles at the Department of Veterans Affairs, where he supported modernization of healthcare and benefits delivery systems. He also held positions at Leidos, Lockheed Martin and Edifecs.
He serves on the George Mason University Board of Visitors and previously held the role of rector.
