The Army Contracting Command-Aberdeen Proving Ground and the Capability Program Executive Enterprise Software and Service, formerly Program Executive Office Enterprise, have issued a request for proposals for its Marketplace for Acquisition of Professional Services, or MAPS, contract vehicle for IT services.
According to the RFP posted on SAM.gov Wednesday, MAPS is the combination of the ACC-APG Responsive Strategic Sourcing for Services, or RS3, and Product Lead Digital Market’s Information Technology Enterprise Solutions – 3 Services, or ITES-3S, indefinite-delivery/indefinite-quantity contract vehicles.
Initially announced in 2024, MAPS is a multiple-award contract worth up to $50 billion. The IDIW has a 10-year period of performance, including options. Offers are due May 1.

What Services Does the Army Require Under the MAPS IDIQ?
MAPS aims to provide technical support services for Army customers, Portfolio Acquisition Executives, Capability Program Executives, Department of War agencies and other federal agencies. Work on the contract includes research, development, test and evaluation; engineering; logistics; operations; management and advisory; and emerging and foundational IT services.
Work on the contract will be performed at government or contractor sites within or outside the contiguous United States.
Why Is the Army Consolidating RS3 and ITES-3S Into the MAPS IDIQ?
According to the Army, the MAPS contract vehicle is intended to accelerate acquisition of IT and professional services and reduce duplicative efforts across the DOW.
“The creation of MAPS is a great example of the government seeing the potential to bring efficiencies together and communicating its ideas to our industry partners early,” Danielle Moyer, executive director of ACC-APG, said in 2024. “Over the last four months, we sought out and read hundreds of responses from industry, which confirmed our thoughts. Reducing duplication of effort, while saving the government and industry both time and money, made this decision a no-brainer.”
ITES-3S provides cybersecurity, network and systems operation and maintenance, telecommunications operation and maintenance, and IT supply chain management support to the Army.
Meanwhile, RS3 is a 10-year contract covering engineering, logistics, education and training, acquisition and strategic planning, and research, development, test and evaluation support services.
