Precise Systems Appoints Summer Raley as Business Development VP for NAVAIR Market

Precise Systems has appointed Summer Raley as vice president of business development for the Naval Air Systems Command market, tasking her with driving expansion across the company’s naval aviation portfolio.

The company said Friday Raley will oversee growth efforts tied to NAVAIR programs, including aviation platforms, foreign military sales, sustainment and engineering services, while deepening customer relationships and identifying new mission opportunities.

Who Is Summer Raley?

Raley brings more than two decades of experience supporting NAVAIR and broader Department of War programs, with a background spanning capture strategy, program execution and operational leadership.

“Summer brings exceptional knowledge of the NAVAIR community and a strong track record of driving strategic growth,” said Matthew Orsino, chief growth officer at Precise Systems. 

“Her experience leading complex programs and shaping winning capture strategies will help expand our presence across the naval aviation enterprise and strengthen how we support our customers’ missions,” he added.

Most recently, Raley served as executive director of operations for the FMS and program solutions division at V2X, where she managed a portfolio valued at over $155 million across dozens of contracts and task orders supporting organizations such as NAVAIR, Naval Air Warfare Center Aircraft Division, Naval Air Warfare Center Weapons Division and the U.S. Marine Corps. Her work covered areas including logistics, training, engineering and digital transformation.

She previously held leadership roles at Zenetex and spent more than a decade at Imagine One Technology & Management as a program manager.

In her new role, Raley aims to build on the company’s engineering and mission-focused capabilities to help meet customer needs.
