Navy Awards Potential $1.9B Contract to 25 Companies for Submarine Maintenance, Modernization

The U.S. Navy has selected 25 companies for a multiple-award contract worth up to $1.9 billion for repair, maintenance and modernization work on nuclear-powered attack submarines. The awards support scheduled Chief of Naval Operations maintenance availabilities at the service’s four public shipyards.

Scope of Work

The potential eight-year, indefinite-delivery/indefinite-quantity contract covers discrete and non-discrete production activities, as well as other production services required for submarine sustainment to ensure shipyards complete critical repair and modernization requirements for the submarine fleet.

It includes firm-fixed-price, cost-plus-fixed-fee and cost-only elements. The contract has a base value of $1.12 billion but could reach $1.9 billion if all options are exercised. Work is scheduled to conclude by August 2030, with options extending performance through August 2033.

Work Locations

Task orders will be carried out across the Navy’s primary submarine shipyards in Norfolk, Virginia; Bremerton, Washington; Kittery, Maine; and Pearl Harbor, Hawaii.

The awards were competitively procured through the System for Award Management website, with 29 proposals received. Naval Sea Systems Command in Washington, D.C., is the contracting activity.
