Army CIO Leonel Garciga Accepts 2025 Wash100 Award

Executive Mosaic CEO Jim Garrettson has presented the 2025 Wash100 Award to Leonel Garciga, chief information officer at the U.S. Army.

Garciga accepted the award, his second Wash100 win, after he delivered a keynote speech at the Potomac Officers Club’s 2025 Army Summit held in Virginia.

Founded by Garrettson in 2014, the Wash100 Award is conferred annually to the 100 most impactful leaders in the government and government contracting industry.

“Leonel is at the forefront of the Army’s digital transformation, tackling everything from IPv6 modernization to cloud adoption with a sharp focus on warfighter readiness,” Garrettson commented about Garciga’s win. “His leadership is shaping how the service secures and streamlines its networks for the future fight.”

Leonel Garciga Leading Army Modernization

Garciga, who assumed the responsibilities of Army CIO in 2013, oversees the implementation of the service’s Digital Transformation Strategy, which promotes the adoption of advanced technologies.

In December 2024, the Army adopted five new policies designed to enhance cybersecurity through software development and DevSecOps.

Garciga also signed multiple memos in February aimed at ensuring the integrity of the Army’s IT systems. In one memo, the military leader directed the implementation of a data aggregation framework to identify, assess and mitigate risks. He also introduced a software assurance policy to validate software assurance requirements against National Institute of Standards and Technology standards.
