ICF has appointed John Rabin, most recently assistant administrator for response at the Federal Emergency Management Agency, as a vice president within the disaster management practice.
The consulting and technology services provider said Rabin, who has over two decades of operational experience, will help communities prepare for, respond to and recover from disasters and other incidents in his new role.
Gene Costa, ICF executive VP and disaster management division leader, expressed excitement about Rabin’s addition to the team.
“John is an experienced leader with a proven track record of navigating complex, emergency management crises,” Costa noted.
John Rabin’s Career Background
As FEMA’s assistant administrator for response, Rabin oversaw the delivery of federal emergency management response to state, local, territorial and tribal communities impacted by emergencies such as natural disasters and acts of terrorism. In this capacity, he helped manage the National Urban Search and Rescue System, Disaster Emergency Communications and the National Response Coordination Center.
His 12 years at FEMA included time as head of the field operations directorate and acting regional administrator for the agency’s Region 2.
The former warfighter and emergency medical technician also served as deputy assistant administrator for national preparedness at FEMA.
