Oshkosh’s Protest of Joint Light Tactical Vehicle Contract Award Decision Prompts GAO Review

Oshkosh’s (NYSE: OSK) defense arm has filed a protest with the Government Accountability Office challenging the U.S. Army’s contract award decision over the Joint Light Tactical Vehicle program.

Oshkosh Defense said its move prompted an independent assessment of the decision by GAO on Monday.

“After participating in the government’s post-award debriefing process, we have significant concerns regarding the evaluation of the proposals under the solicitation that support an independent review,” said Tim Bleck, an executive vice president at Oshkosh and president of Oshkosh Defense.

Oshkosh, the incumbent JLTV contractor, won an approximately $6.75 billion award in August 2015.

In February, the Army awarded a potential 10-year, $8.66 billion recompete contract to AM General to produce JLTVS and trailers for the joint force and foreign military sales customers.

Edward Goldstein, managing associate general counsel with GAO, told Breaking Defense that the agency expects to decide on the bid protest by June 14.

Breaking Defense previously quoted Michael Sprang, project manager at the Joint Program Office Joint Light Tactical Vehicle, as saying that a protest filing and a stop work order would “result in a day-to-day delay in initiating production.”
