Leidos agreed to purchase IMX Medical Management Services, a consulting firm that offers independent medical evaluation, case management and record review services to state and local government agencies. The terms of the deal were not disclosed, but the company expects to close the transaction in the third quarter, pending customary approvals.

In addition, Leidos announced that Clement Chen, formerly the chief strategy officer of the health group for the company, has been appointed vice president of the Health and Human Services unit, which includes all FDA, NIH, CDC portfolios and activities. Chen has assumed the role effective immediately.

Over his career, Chen has served in business and corporate development, finance, business operations and strategic planning positions with Leidos, Lockheed Martin, Software AG and IBM. He has addressed a range of markets including healthcare, energy, logistics and national security with a focus on data analytics, cybersecurity, systems integration and more.

This Week’s Executive Moves

David Norquist, DoD Secretary

David Norquist, comptroller with DoD and 2019 Wash100 Award winner, received confirmation from the Senate and has been sworn in as the 34th deputy DoD secretary. Norquist started serving as interim deputy defense secretary in January.

He is a three-decade federal financial management professional who previously served as chief financial officer at the Department of Homeland Security and as a partner at accounting firm Kearney and Co.

George Morrow, deputy director at NASA’s Goddard Space Flight Center, has been appointed to serve as the center’s acting director. He succeeds Christopher Scolese, who will move on to lead the National Reconnaissance Office as director.

Elsewhere, David Mihelcic, former Juniper Networks executive, has joined the advisory board of Competitive Range Solutions. He aims to strengthen CRS’ technical approach to support customers and brings more than three decades of information technology and cybersecurity experience in the defense sector.

Potomac Officers Club Hosting Security Vetting Process Modernization Forum Update 

On August 14th, Potomac Officers Club will host the Security Vetting Process Modernization Update at the 2941 Restaurant in Falls Church, Va.

During the event, GovCon leaders from the public and private sector will discuss Phase One of the National Security Presidential Memorandum-9 implementation plan and how Phase Two will continue to improve the efficiency and effectiveness of vetting through a series of enhancements.

Monte Hawkins of the U.S. Customs and Border Protection (CBP) will be the keynote speaker for the event. Gator Harvey of Northrop Grumman Technology Services will serve as the moderator for an expert panel featuring Casie Antalis and Eric Peters of CBP, Sam Robinson of the FBI and Lori Vislocky of DHS.
