Paul Scharre Leads Race to Ensure U.S. Remains a Global Leader in AI

Paul Scharre, a senior fellow and the director of the Technology and National Security Program at the Center for a New American Security, is involved in a range of research areas for CNAS, including technology, national security and artificial intelligence. He’s also the author of Army of None: Autonomous Weapons and the Future of War.

In December, Scharre co-wrote an article for ForeignPolicy detailing how the U.S. is struggling to maintain its position as a global leader in AI. With adversaries like China surpassing them in the new technology, the U.S. needs its public and private sectors to collaborate more efficiently.

The U.S. increasing the pipeline for AI talent, data and computing hardware are all of the utmost importance. As the race continues, Scharre suggests the focus should be on U.S. leadership and the key drivers of AI are human capital, data and computing power. Scharre was quoted in an article from NationalDefense about how a lack of communication has stopped the U.S. from capitalizing on artificial intelligence and machine learning.  

“I’ll talk to policymakers working on AI issues. I’ll talk to AI researchers who are concerned about these issues surrounding competition. I’ll talk to people in academics or the security studies field who are interested in artificial intelligence,” he said. “But I’m not sure that these communities are talking to each other enough. The big value here is bringing these communities together and convening them.”

In January, Scharre co-wrote another article for TheHill suggesting that Congress can ensure the U.S. remains a global leader in artificial intelligence by helping to build the human capital that’s necessary to develop AI and establish safe AI systems that are beneficial for the American public.

Congress made progress in 2018, but the U.S. still needs to establish a comprehensive national AI strategy, improve STEM education and high-skilled immigration policies to ensure talent recruitment from other countries and pass smart regulation to ensure AI innovation continues to progress as efficiently as possible.

Paul Scharre will be featured as a keynote speaker for the Potomac Officers Club’s Artificial Intelligence Summit on February 13th. The event will focus on government AI programs and priorities, as well as what new initiatives lie on the horizon. 2019 Wash100 winners Dana Deasy and Anthony Robbins will be featured during the event at the Hilton-McLean in McLean, Va.
