Mike Loomis, president and CEO of Nokia Federal Solutions, has personally received the 2025 Wash100 Award from Executive Mosaic CEO Jim Garrettson.
The executive earned his first Wash100 Award after driving the company’s growth since its establishment in January 2004.
“Mike is hitting the ground running as the first CEO of Nokia Federal Solutions, and his Wash100 debut is well-earned,” said Garrettson, founder of the Wash100 Award. “In just over a year, Mike has taken Nokia’s federal business from concept to contender, making bold moves like acquiring Fenix Group to deepen its defense market presence. As secure communications and battlefield connectivity become mission-critical, Mike is positioning Nokia Federal Solutions to be a real powerhouse in the GovCon space — and he’s just getting started,” he added.
Driving Growth Since Day 1
Loomis, the inaugural leader of the Nokia business unit, was instrumental in the acquisition of the Fenix Group in May 2024. With the tactical communications system developer in its fold, NFS strengthened its existing tactical communications platforms portfolio while contributing to its expansion in the defense market.
“Fenix’s expertise in broadband tactical communications perfectly complements our existing offerings and together we will be even better positioned to deliver high-performance, secure and reliable solutions to our defense customers, helping them achieve mission-critical objectives,” said Loomis.
The company earned the Federal Information Processing Standards, or FIPS, 140-3 Security Level 2 certification for its Layer 1 optical transport platforms. With the FIPS certification, NFS became the first in the industry to offer validated layer 1 optical transport ready for the quantum age.

Loomis, a 25-year industry veteran, has been with Nokia for more than 10 years. The U.S. Army veteran joined the company after it acquired Alcatel-Lucent, where he served as chief technology officer and director of the North America IP competency center.
