The Department of the Navy has issued a request for proposals for a potential $99.2 million contract to procure electromagnetic spectrum management services for the Navy and Marine Corps Spectrum Center, or NMSC, and Naval Information Warfare Development Center, or NIWDC.
Spectrum Management Support Services Contract Scope
According to the notice posted on SAM.gov Wednesday, the potential deal covers planning, retention, protection and the effective utilization of EMS resources in support of the Department of the Navy operations. The contractor will provide the NMSC with spectrum management, electromagnetic warfare, Microsoft Office SharePoint and administrative services. It will also deliver comprehensive support services, including doctrine development, capabilities development, exercise planning and execution, analysis and advanced tactics training to the NIWDC.
The services will support the Navy’s Information Warfare mission, including the Operations in the Information Environment, or OIE, and the Electromagnetic Spectrum Operations, or EMSO. The project aligns with the objectives of the Chief of Naval Operations Navigation Plan, Distributed Maritime Operations Concept and the Joint Warfighting Concept.

The single award, firm fixed price, indefinite-delivery/indefinite-quantity contract will consist of a five-year base ordering period from September 2025 to August 2023.
The contractor will conduct 70 percent of the work at various government locations, particularly in Washington, D.C., while the remaining 30 percent will be performed in the contractor’s facility.
Interested parties can submit their proposals until June 12.
