Air Force Seeks Input on $2.65B Contract for Resilient Architect-Engineer Services

The U.S. Air Force has begun soliciting questions and comments from industry stakeholders as it plans to award a potential 10-year, $2.65 billion multiple award task order contract, or MATOC, for resilient architect-engineer services, or RAES.

According to a draft synopsis published Thursday on SAM.gov, the service’s 772nd Enterprise Sourcing Squadron, or 772 ESS, will accept responses through May 1.

The service branch expects the indefinite-delivery/indefinite-quantity contract to be a partial small business set-aside program. It intends to select six companies in the unrestricted pool and five small firms, including a woman-owned small business, in the small business pool.

Scope of Proposed RAES Multiple Award Task Order Contract

According to the draft synopsis, the MATOC is expected to have a five-year base period and one five-year option term and will allow for the issuance of firm-fixed-price task orders during the ordering period.

The IDIQ contract will support facilities sustainment, restoration and modernization, and military construction projects for Department of Defense facilities worldwide with a focus on mission resilience.

Task orders will provide either architect-engineer Title I or Title II services to support the renovation of existing facilities; demolition, repair or replacement of DOD facilities; and related services to support military construction planning and design of new facilities.

According to the document, Title I services include engineering services related to a specific construction project. These services consist of conducting field surveys and investigations to collect design data and preparing contract plans, specifications, cost estimates and estimated construction performance periods.

Meanwhile, Title II services are architect-engineer support related to a construction project and include the supervision and inspection of construction activities.

In February 2021, 772 ESS selected 17 companies for a $2 billion contract vehicle for architect and engineering services to support the Air Force’s infrastructure design and construction missions worldwide.
