Troy Edgar Confirmed as DHS Deputy Secretary

The Senate on Thursday voted 53-43 to confirm Troy Edgar, most recently an IBM executive, as deputy secretary of the Department of Homeland Security.

Kristi Noem, secretary of DHS and a 2025 Wash100 awardee, congratulated Edgar on his confirmation.

“I look forward to working alongside Troy to ensure that the United States, once again, is a beacon of freedom, safety, and security for generations to come,” Noem said in a statement published Thursday.

Edgar’s Senate confirmation for the deputy secretary role marks his return to DHS.

During President Trump’s first term, he was chief financial officer and associate deputy under secretary for management at DHS. In this capacity, he led financial policy and modernization initiatives and managed the department’s $90 billion budget to support immigration policies and border wall construction efforts.

“It is an honor to return to the Department,” said Edgar. “I look forward to working alongside Secretary Noem and the dedicated men and women of DHS in our critical mission to keep Americans safe.”

Troy Edgar’s Career Background

Edgar, who was nominated to the DHS post in December, brings to the department over three decades of public and private sector leadership experience in finance, technology and supply chain transformation.

At IBM, he was a partner for the company’s federal business and served as a finance and supply chain transformation leader.

During his time at IBM, he discussed the importance of partnerships in the federal market, IT modernization and supply chain transformation in an Executive Spotlight interview with sister publication ExecutiveBiz.

The U.S. Navy veteran served as a mayor and city council member for 12 years in Los Alamitos, California.

His industry career included leadership roles at Global Conductor, PricewaterhouseCoopers, Boeing and McDonnell Douglas.
