The Acquisition Directorate within Washington Headquarters Services, a Department of Defense Field Activity, has started conducting market research to identify 8(a) small businesses that have the capability to provide IT, artificial intelligence and machine learning programmatic support services for DOD.
According to a sources sought notice published Thursday, WHS will accept responses through April 4.
Objectives of the Proposed Contract Requirement
The proposed requirement seeks to provide IT program management services that are aligned with the organizational construct and processes of the Office of the Chief Digital and Artificial Intelligence Officer, or OCDAO; support data engineering activities that will enable OCDAO to quickly introduce AI capabilities throughout DOD; and provide data integration and development support services, among other objectives.
The selected contractor will help CDAO accelerate the adoption of AI, data and analytics to generate decision advantage and synchronize DOD data analysis and AI activities to broaden Joint Force advantages.
The proposed contract will have a 12-month base term and four 12-month option periods and is expected to have a maximum dollar value of approximately $140 million.
Critical Task Elements
Submissions from interested 8(a) firms should include a capability statement covering experience, staffing and technical capabilities.
The capability statement should also address the critical task elements outlined in the performance work statement.
Task elements include data and AI program management; infrastructure architecture support services; data engineering, integration and development; strategy and policy support; and digital talent management support.
Interested offerors should also describe their ability and experience providing a cross-functional team of systems engineers, data architects, data analysts, data scientists and policy subject matter experts, among other professionals, for federal agency customers.
