Executive Mosaic CEO Jim Garrettson had the honor of presenting the 2025 Wash100 Award to Juan Ramírez, director of the 5G Cross-Functional Team at the Department of Defense’s Office of the Chief Information Officer.
Ramírez joins for the first time the prestigious Wash100 list, which showcases the top influencers in the government and government contracting community.
“Juan has been at the forefront of the Department of Defense’s push to harness 5G for mission success, making him a natural fit for this year’s Wash100. As director of the 5G Cross-Functional Team, he’s leading efforts to accelerate adoption, enhance security and integrate emerging tech into warfighter operations,” commented Garrettson, who was also the founder of the Wash100 Award.
5G Pioneer in DOD Modernization
Ramírez earned a spot among the Wash100 winners for his leadership in advancing 5G integration within the DOD. Since assuming his role in early 2023, he has developed and implemented a strategic framework to ensure the Pentagon’s adoption of 5G is both secure and scalable. His efforts support key initiatives such as Joint All-Domain Command and Control, which aims to enable seamless communication and operational synchronization across military platforms.
As head of the 5G Cross-Functional Team, Ramírez has transformed the department’s telecommunications infrastructure. His vision includes deploying private 5G networks, which reportedly enhance performance and resilience critical to mission success in contested environments while also supporting advancements such as automated port operations and remote telemedicine. By 2028, he aims for 5G to be implemented across all U.S. military installations, strengthening mission-critical operations and positioning the DOD for long-term competitiveness.
