OPM Awards 4 Spots on $1.3B USALearning Software Licenses IDIQ

The Office of Personnel and Management has awarded four small businesses positions on a potential 10-year, $1.3 billion contract to provide software subscriptions to support USALearning customer agencies.

BlueStreams Group, Four, Oakland Consulting Group and PowerTrain are the awardees on the multiple-award, indefinite-delivery/indefinite-quantity contract, according to an award notice published Friday.

The four information technology value-added resellers were selected through a full and open competition.

Agency clients will use the USAL learning system software licenses to support various education and training requirements within their learning ecosystems.

The IDIQ contract has a five-year base term that will run through March 21, 2028, and an option period of five years that will run through March 21, 2033.

OPM solicited proposals for the USAL Learning System Licenses IDIQ contract in October.
