David Norquist, Alan Shaffer Join Pacific Defense’s New Advisory Board as Anchor Members

Pacific Defense has established an advisory board in an effort to inform the aerospace technology company’s decision-making processes and expand its customer reach, and has named former Department of Defense leaders David Norquist and Alan Shaffer as anchor members.

Norquist, Shaffer and other board members will bring in their industry experience and leadership as Pacific Defense works to deliver software- and artificial intelligence-based technologies to coalition forces and U.S. military customers, the company said Tuesday.

Defense industry veteran Norquist has more than three decades of experience in serving various roles at government agencies. He was DOD’s deputy secretary and the Department of the Army’s presidential management fellow and program budget analyst. The executive also held positions at the Department of Homeland Security and the House Appropriations Committee.

Shaffer, on the other hand, retired as a U.S. Air Force colonel after 24 years of military service. He joined the federal government in 2000 and has, since then, assumed several positions, including as the deputy under secretary of defense (Acquisition and Sustainment).

Pacific Defense develops systems for electronic warfare, signal intelligence, communications and command and control missions of its DOD customers. The offerings implement open standards and are enabled by software applications and AI/machine learning technology. The El Segundo, California-based company was launched in 2020.
