Ken Newcomer, former vice president of business development at ICF (Nasdaq: ICFI), has joined program management services contractor MCR Federal as senior VP for business development.

MCR said Wednesday Newcomer will be responsible for helping grow the company’s contract opportunities with the Defense Department and federal civilian agencies.

“Ken has a proven track record of identifying new business opportunities across government and his experience and energy will be a tremendous asset to us as we bring new and expanded capabilities to our customers,” said MCR President Vince Kiernan.

At ICF, Newcomer managed all aspects of the consulting firm’s business and strategy development and execution functions.
