Ellen McCarthy Joins Noblis as NSP Org President; Roger Mason Comments

Ellen McCarthy, former director of plans and programs at the National Geospatial Intelligence Agency, has joined the nonprofit science and technology organization Noblis as president of its National Security Partners organization.

Roger Mason, senior vice president of national security and intelligence at Noblis, said Sunday McCarthy brings to the organization experience that “includes time at the Institute for Defense Analyses and as president of the Intelligence and National Security Alliance.”

McCarthy most recently oversaw NGA’s development and execution plans, programs, technology and research and development after time as the agency’s chief operating officer.

Prior to NGA, she served as president of INSA and contributed to the latter organization’s cybersecurity, counterintelligence, acquisition and homeland security intelligence-related policy and program initiatives.

Her government service career also includes roles at the Human Capital Management Office, the Office of the Defense Undersecretary for Intelligence, U.S. Coast Guard, the Office of Naval Intelligence and Atlantic Fleet.
