The Director of Business Development will support the Operation in expanding its Biometrics, Identity Management and Forensics footprint throughout the U. S. Federal Government, commercial and international market areas. The Director of BD will also have overall responsibility for the Operation’s proposal development process to include development of standard procedures and templates as well as providing appropriate training and guidance to capture personnel. PRIMARY RESPONSIBILITIES: *Provide leadership for the Operation’s business development (BD) team. Provide management of the Operation’s BD process, insuring it is synchronized with Business Unit, Group, and Corporate BD processes. *Provide the technical expertise and support to identify and qualify the opportunity, scope needs and potential solutions. The candidate will also qualify new customers and markets. *Regularly interact with senior management on matters concerning several functional areas, operations, divisions, and/or customers. *Provide development of BD staff, management of BD resources, e.g., BD budget, schedules, compliance, quality, and performance requirements. *Develop marketing strategies and long range business plans for the Operation’s business area. *Identify and perform analysis on companies for potential corporate Mergers and Acquisitions. *Research and analyze market opportunities, identify and contact key customer personnel. *Lead or facilitate capture teams and present capture plans to business unit or group level business acquisition councils and participate in other proposal activities. *Develop and finalize teaming agreements with external partners and collaboration agreements with internal SAIC organizations. *Manage data entry, updates, and reporting for SAIC BD databases. *Present SAIC’s product capabilities during marketing events, and at both informal and formal customer presentations. *Identify capability gaps and make recommendations for developing additional capabilities. *Support proposal activities as needed, including participation on review teams. EDUCATION and SECURITY QUALIFICATIONS: *Bachelor’s degree in business, marketing, engineering or related technical discipline with 15+ years experience developing marketing strategies and performing business development. *Ability to obtain a DoD Top Secret security clearance. REQUIRED SKILLS and EXPERIENCE: *Demonstrated ability to capture and win new business, as evidenced by multiple winning opportunities where the candidate had a major personal role in the successful outcome. *Extensive experience in leading and building large business development programs focused on opportunity identification and development and long term strategy development. *Experience interfacing with Senior Management, customers and be able to influence decisions towards desired outcomes. *Excellent interpersonal and communication skills, presentation and problem solving skills and the ability to gain support and establish working relationships with managers, peers and staff are essential. *Demonstrated experience leading, coaching, and mentoring employees. ADDITIONAL DESIRED SKILLS and EXPERIENCE: *Master’s in Business Administration or relevant business/marketing discipline. *Recent direct government or industry experience performing in a leadership role focused on developing, managing, or acquiring Biometrics and or Identity Management solutions. *Comprehensive knowledge of the current Biometrics, Identity Management and/or Forensics markets and user community with a proven track record of identifying, qualifying and capturing new business opportunities within that market area is STRONGLY desired.
